I never heard of such a scissor with scallops. If you saw this lady bring a quilt in at your LQS, could you send them this question?? Maybe they know this quilter. Might check to see if any pictures are posted on Pinterest.

They are called "Scallop Fabric Scissors". Fiskers made them years ago, but have since stopped. On e-bay you can get them from China.

One company sells them here in USA - "Tooltron". However the largest they come is 7mm. http://www.tooltron.com/scallop-fabric-shears/

I have a Go die that makes scallops on the edges of fabric. I just cut the fabric straight on one side to sew the border to the quilt.

Two sizes on one die: One 4" wide fabric and one 2" wide fabric. 23" long or can fan the fabric for longer.
