That was the first thing I was shown how to do almost two years ago by a lady here. They are coasters to use either flat or put a glass inside if it will fit at the bottom. I have some of them around here somewhere that she gave me back than and I use them for such when I happen upon one.

I'll bet it was a mistake and that's why it was discarded .

It sure looks like a wine coaster to me - the round bottom of the wine glass stem fits into the center (the flaps go over the round part) and the "coaster" portion sticks out around it. Hope this helps.
