What is the dunk and dry method of starching ??? or is it just what it sounds like? :?

Right now I'm watching the snow come down. In an hour take dd to work, go to grocery store and decide if the roads are slippery. If so, gotta cancel my Bible Study. Oh, corned beef and cabbage for dinner.
