If the library has a community room it's free to use. Find a day it's empty and post everywhere to come join you there. I did this at a local community center and lots of ladies showed up. We now meet at the center once a month to sew, eat, gab, demo, show off our new toys, exchange scraps, whatever is fun we do it.

There is a local cafe who has a meeting room that people can use for free. Maybe there is something like that around where you are.
I have noticed that quilters usually love to quilt, eat, laugh, and have fun.
just make sure that gossip and put downs are not allowed.
To share with you what type of people quilters are- at class yesturday the instructor told us about a college student who had to survey 100 people. The student decided to survery quilters. Professor said be lucky if you get back 25% of them. The student handed them out and gave them to local quilt shops to aid in getting them to quilters. When the student began to count up the response she had 129 responses(Only 100 questioners went out) Quilters love to share.

You sak your pastor at church to make an announcement for you and possibly use the church basement to get started. We meet once a week, classes are open to anyone who wants to come. we have a leader, do our own projects or if there is something we want to learn she will teach us next meeting as a class or indivdual. We are talking about what kind of project we want to do for the church right now for letting us use the church, they have asked nothing from us so we want to show our appreciation. we have thought about making a quilt the church could raffle off, something like that.
