Looks like a variation of a drunkard's path block. The quarter circle parts are pieced then attached to the larger piece. You could also just make a circle block and applique it to the cackground of the 4 fabrics sewn together.

Or, if you're asking how to get the wedges and arcs pieced, paper piecing or using a foundation would probably be easiest. Once those are pieced, they will assemble like a drunkards path, as has already been pointed out.
