Default Silly question on sizing blocks

I should know this right? It's like looking at a word and thinking it's spelled wrong when it's not. Blah. I'm doing 12" blocks. Do I need to cut them at 12 1/2" or 13"?

12 1/2" That gives you a 1/4" seam allowance on each side, making it 121/2" when measured horizontally and vertically.

Does the pattern say, finished or unfinished. If it's unfinished then you would have it an extra 1/4 in all around, so 12 1/2 in.
