I'm not sure what you are using it for but yes, there is a water soluable stabilizer. You can get it at most fabric stores; my Walmarts doesn't keep it. There is Sulky which has a regular and heavy duty, Florani has one; I just bought a roll this weekend; a 12 x 25ft roll was 35 but you can get smaller ones. You can even get it in tape form sometimes if you just want to do like a seam. Steam a seam and those types don't wash away. You can even get one that uses heat to disolve it. I use lots of stabilizers for embroidery.

JoAnns sells washable INTERFACING or stabilizer that I use for quilting.
Trace quilt pattern, pin to quilt, quilt, and when done toss the whole thing into the washer. Just love that stuff.
I buy it by the bolt when interfacing is on sale.
