I am currently working on mine and I also had barely 19 inches, however, once I got all the strips cut, I seem to have plenty left over. I wasn't able to cut the 1st wedge tho. The height wasn't enough. I will be putting the wedges together this weekend and pray all goes well. Would love to see a pic of yours when you are done.

When cutting your strips cut along the long side of the fat quarter it should measure 22" as most fat quarters are cut 18x 22 inches.
If you take a full 1/4 seam you may not have the total height for the first cut. Take a scant 1/4 inch seam when sewing your stratas
Hope this helps Patty

I looked at fat quarters at Wal-Mart yesterday and they are only 21 inches instead of 22. Some of the fabric now is not 45 either or some have a larger than usual selvage so you don't get the full 44 inches to use. Everything is getting smaller but the price. Blessings Kathryn

As far as the width of the stratas - the pattern indicates that if it's too narrow, just skip the first (longest) cut. The first one I made was done in a class where a couple of people had to do this, their final runner was fine.
