Do make the quilt. It will be a reminder of your love, and also of where they lived. Baby will enjoy it as well!

We live in Southern Cal - my daughters will use a quilt when it is 80 degrees in the house. I think it is more of a cuddle thing than being cold. And my great-niece was using her "blankie" all summer long up in Ellensburg WA, and many days were in the high 90's.

We are also in socal.

Yes this especially if they have air conditioner. Just put light weight batting in like Hobbs 80/20.
The quilt can also be used to have the baby lay on it or a walhanging

Babies always need something soft on the floor.....and you make me think of my son. When he was deployed to northern Iraq i asked him if he had packed any long jons...."Mom....it's a desert".....3 months later he called and asked me to please send him long jons, sweat pants and thermal socks......it was snowing.
That is not going to happen in Oman...but when you are used to 100.....65 can feel very chilly. I'd make it anyway.

I would ask them if they want you to give them baby gifts. Shipping stuff may be quite limited and it is certainly expensive. They may want to wait and just buy stuff locally in Oman. I wouldn't hesitate to make the quilt for the baby when s/he is 3.

It will be crisply air conditioned and I agree with DebraK - babies need quilts. Maybe use a lightweight batt.
