I made one and hope to make more but the technique I found has no left over scraps.

The "No Waste Windmill" pattern can be found in Anita Grossman Soloman's book "Rotary Cutting Revolution" published last year by C & T Publishing. It's available through amazon.com, and most other quilt shops. Here it is at amazon.com for only $17.53:

Here are two baby quilts made using her techniques. I especially enjoyed the square in a square. The square in a square is found both in her book and a free online tutorial.
