What is a good color mix for a scrappy?

I want to make my nephew a quilt for college, and thought of using a jelly roll, but then thought of just buying cuts of fabric if can't find colors I like. But, he wants a blue quilt. I know I can get various SHADES of blue, but also know it will be more interesting if it has other colors to contrast with. Is there a general "rule" how much OTHER to have? If I need 40 strips, then should 20% (* strips) be another color? How do you decide how much OTHER to put in a quilt? I have never done a scrappy before.

Do various shades of blues and greens. Don't over think it :) It is suppose to be scrappy and unplanned. Just start picking out fabrics that you think he will like and start throwing them all together.

this one was done in mostly blues, with a tad of other colors. The variety of shades keeps it from being too boring.

These are all gorgeous quilts. DebraK, those blues speak to me. Maybe I'll do something like that for my DGS.

There are some quilts like the 2nd one that feline posted that use smaller blocks and use darks, med and lights alternating going outwards that give you an imaginary inward draw.
