Quilted Twins, Marshall Dry Goods and 1000 bolts are my go to online places. I used to hide at Connecting Threads but have been finding their fabric fray alot and sometimes their dye lots are so different from each other for the same fabric I've had to go elsewhere these days. Right now I'm in the "NO BUYING FABRIC" since October 2018 as I have so much on hand. RIght now I have 18 bolts of white, white on white and/or white on off white plus a couple two color white with grey so I'm covered for awhile.

I just got 4 yds of tone on tone white from Marshalls at $3.99 a yd and it is nice quality fabric and I will order more from them in the future. Oh the fabric is 45" wide

I have ordered from Marshall's and the fabric is very nice but it may be a little above your budget. Good luck on your search

Fore tone on tone or white on white I love to use fabric.com. The more you buy the less it cost. I bought 20 yards recently and the price was great! It won't take me long to use it either.

If you're buying a lot of fabric, this is the best place I've found.
You do have to create an account and log in to see the prices, but you don't have to be a wholesaler or a retailer to buy. You just have to buy by the bolt.
It is quality name brand fabric, and I've used this company a lot.
There is one other thing....they handle shipping charges separately. They charge what it costs, so they bill for it separately -after they know what your particular order will cost.

These are all, right now, about $3.20 USD per yard. Approx 15 yards per bolt.

Oh, ! I hate hearing that. I just placed an order with them yesterday for backing for a quilt and some white on white. Hope springs eternal, maybe my order will not take a month.

I have a couple of favorite white on white patterns from JoAnns that I just love. Available online or pick up at store front. Been using them for years and often buy by the bolt. On sale it is about $5 per yard, Not on sale or with coupon, about $7.50 per yard.
