jellyrolls2go.com is also a pretty cool place. You can even build your own somewhat.

I buy them wherever they are on sale (online usually). I just make sure they are a brand of fabric I know such as Moda.

I buy fabric on ebay I have had good luck so far with everything I bought. Just one word of advice I set a price I am willing to pay and don't go over that if I get outbid I let it go no bidding wars for me lol.

Mostly I have bought them at Connecting threads. They are not rolled up all cute like some are, but they work the same. Plus they do not seem to charge extra for strips. Whatever the per yard fabric is is what they charge. So it is just as affordable to buy their precuts as to buy yardage.
