    Do you mean are the border blocks the same size as the setting squares? If so, yes they are, they're just left overs from the main body of the quilt. :-D

    It's not difficult but quite complex to explain - basically the blocks are an octogan made up of 8 trianglular segments then a square is created by 4 setting triangles that form a square kaleidoscope with their adjacent triangles from the 3 blocks around them. You create the layout on a design wall and have to keep all the pieces in order when sewing them together. It's best explained in the first book by Maxine Rosenthal - One Block Wonders. I'd really recommend that you get this book if you want to try one. If you can sew a straight seam, you can make one. Getting the layout right is the most difficult thing and there are tips in the book to help you with this. :-D
