Dark blue perm. Marker? Or you could sew blue rick-rack around the edge.

Cute quilt, but I know that that gap is bothering you. I think that I would applique a little extension onto the blue water and then put the border back on .

A little gray whale appliqued on that spot and into the border would fix it and add a bit of whimsy.
