Generally I just fuse the top fabric to the back. No batting or binding. But, I do have a few quilts that I have treated like a regular quilt, sandwiched etc. If I were to use it as a regular quilt, I would satin stitch, zig zag or something all the edges to be sure that nothing came loose later - just like any applique quilt.

These condolence quilts I just make from a fat quarter (one for top, one for back).

Yes, my book will tell how to choose the pic and make the sketch, then create the quilt, using this Cut Work technique.
