It looks like a pattern called the Dalia. I think it was popular in the 70's. I will check my pattern books .

There is a template out now called a Jewel Box Gem, it comes with 2 different shapes. I think this could be made with that.

Don't have any idea at all but the thought came to me that just maybe this could be an electric quilt challenge or tutorial! Wouldn't that be fun for all.

There are 16 Dresden points that start the center. For the 360 degree circle that's using a 22.5 degree wedge ruler. Cheryl Phillips WedgeWorks II is the one that comes with that ruler. I made one of these and have the pattern. It is called "Dahlia Star Centerpiece Pattern" I got it in a little amish shop in Lancaster. Here is mine, hope the picture works
