There is already a tute on this site for it: Go to the search button at the top of this page, type in "footstool" and then got down to either 2 days and 7 cans" or "7 cans and 2 days"

And yes, there is a layer of batting around each can.

I made these when my kids were little. Many, many years ago. They each had one to set on up to the coffee table to color together. They loved them.

I made my footstool pretty much the same as teh tute except I wrapped each can with fabric before tieing them together.
