That is so cute and what a great idea for an 11 year old who has really outgrown his sailboat quilt.
Your blocks had to be square to work out the pattern. It's just one block turned in different directions to make the quilt.
Bugsmom's blocks work out to a 6 inch square. I've seen a picture of one in 12 inch blocks also.
I might go for a 9 inch square to make it bigger without increasing the number of squares.
Another thing on my to-do list.

6 inch block: Cut: (2) 2 3/4 x 6 1/2, (2) 2 inch squares, (1) 2 x 3 1/2.
9 inch block: Cut: (2) 3 3/4 x 9 1/2, (2) 3 inch squares, (1) 3 x 4 1/2.
12 inch block: Cut: (2) 4 3/4 x 12 1/2, (2) 4 inch squares, (1) 4 x 5 1/2.

I might even use edge pieces on the edges..

Have to check my stash. It's hard to find fabric without flowers in my stash for boys.

And here's how to do it with 8.5" unfinished blocks.

I showed the first yellow piece with its individual squares, so you can count and see the size.

The rest show the pieces you would actually cut... some of the lines got lost. Look at the green one, it's all intact. Or DL the Excel sheet, it shows up better. The darker black lines shows the block outline.

So from each color (to get 1 full puzzle piece), I'm going to cut:

2 3.5 x 8.5
1 4.5 x 2.5 (middle of same block)
2 2.5 x 2.5 (for the adjacent blocks)

To put it together, I take the 4.5 x 2.5 piece, and get 2 of the 2.5 x 2.5 from <b>different</b> blocks (ex, if I'm making the yellow block, and have the yellow 2.5 x 4.5 piece, I take 1 orange and 1 pink 2.5 x 2.5 square)(and here I have to be careful to keep track of what goes where). I have NOT used the 2.5 x 2.5 yellow squares. One will be used in the green block, and 1 will be used in whatever is above the yellow block. Sew them together.

Then to the top and bottom, sew the 2 3.5 x 8.5 strips. Tada, puzzle block!

Suggestion: Download my Excel file (above the JPG) and play with it. You can add more pieces. You can also practice figuring out what to do with the border where the puzzle ends. ranger had some pieces with solid ends at her border, and since everything is a 1" square, you can just count the number of squares in your design, add .5 for seam allowance, and you can do whatever you want :D
