I love this pattern!!! Love love love the bright colors! What is the name of it, and how can I get instructions on fabric requirements, cutting directions, etc. Is it doable for a novice quilter?

I too am trying a scrappy rail fence but no pinwheels... now I am wondering if I should add the pin wheels...
