I had that same pattern, mostly cut out by someone else ready to start assembling. Everything was there including backing and batting - it was on the free table at my guild and someone picked it up for me, thinking I would like to do it. I kept it for several months, even did some more cutting out etc to have it fully ready to go.
After waffling for a few more months, I put it back on the free table because I knew I wasn't going to get to it any time soon.... somebody picked it up, so I hope to see their version finished in the future.

It was an old magazine I had at the house. When I googled the designer Reeze L. Hanson it comes up with Morning Glory Designs. You could contact her to see if the pattern was still available. There is a picture but no pattern of it on her Table Runner section, but the pattern section has a similar one except it is oval.

I think if I were to make another one, I would draw the circle but leave the shape squared until fully quilted. And this was the first time I have made the continuous bias binding in years, so had to look up that technique again.
