How to include a previous message as a quote in a quick reply?

I am sure this question has been asked and answered multiple times, so please excuse the repeat -- but how do I quote a previous reply to a thread in my reply? Everyone seems to know how cause lots of people do this, but I can't seem to find anything under the advanced heading that will let me do it.

Look to the right bottom of the box this message is in.
You will see
"Reply"
amd
"Reply With Quote"
The second will "Reply With Quote" ... with the message being quoted, and then you add in your own response.
You will see

look on the bottom lower right of the message you want to quote. click on it, then apply your response. Hit send after those 2 steps. and you have done it.
