We have the same problem on our 29 acres. Try the Irish Spring soap. It has to be the original scent. I cut it into large slices and made little net bags. We hang them in the trees. So far it has worked. The deer just about ate my whole Dogwood tree one year. I put the soap bag out and the tree came back.
I use it in our fruit trees too. The deer do not like the scent so you have to keep fresh soap out. Pretty cheap! Hope it works for you.

I also ask at the nurseries when I buy things...Heather, Rosemary, Lavender...they have done well here. The deer prefer other things and so far have left those alone.
