Who to blame and do I write it off as a loss?

I would certainly talk to the post office, although they may say "too bad" and maybe dungeonquilter is right, maybe the author will send you another one, if so, she might want to write on the package "DO NOT FOLD, SPINDLE OR MUTILATE". So sorry this happened to you.

The author's blog has a link for a download of the templates grouped by the block that many found better than the CD which prints out only one template per page. Just be warned: there are some mistakes in the download but if you read the discussions of the blocks, you'll know which ones they are and how to fix them.

I also got a free quilt design software called Quilt Assistant that I drew many of the blocks into and paper pieced from that.

I bought my copy from a book store and had the same problem. I don't think the broken CD was anyone's fault, just poor planning by the publisher. I also called the 800# and received a replacement CD within a week.
