It's a foot rest or leg rest but it is really uncomfortable unless you put a pillow/pad of some kind on it.

Our librarian asked the same thing about a month ago and I showed her how it works. Your legs are cradled in the part with the dowels for a foot rest. Pretty nifty I would say.

It's a foot rest to be used when in a rocking chair. The support is only on two legs so if you rock it will rock with you.
