Wow I was so hoping this would be answered by now... lolol. I have never seen one of these items at a friends dry cleaning place before. Glad I did not wait around for the answer. lolol

It looks like a bobbin for Bobbin Lace. I have never made it but I have watched demonstration several times. There usually is several threads and each has it's own bobbin.

I would say the round ring just holds all the bobbins together. You would take them off the ring to make the lace.
