Most of the time my binding strips are tight against the seam but in this case there is a gap between the top of the strip and the seam. Did I mess up or what? Thanks for your help. Also, will the binding pucker if there is nothing in the top part of it? Make sense?
FOUR inch binding?? Wow. Yes, the binding should be filled, not aflopping in the breeze. You might remove it and make your binding narrower. I cut mine 2.5" as I like my binding to finish at 3/8 inch. Or you could fold under all that excess if you have to....

I, too, am wondering if you have misread a 4" border instead of binding.

I'm wondering if you mean that the strips for the binding start out at 4"...then folded in half you have a 2" binding to sew onto the front, doubled for more strength, and then the edge rolled to the back for hand stitching. That's how I do it.

I've never seen a 4" binding at any of the quilt shows I've attended. I am wondering if this shouldn't be pressed in half and using a 1/2 " seam?

guess i'm a little dumb tonight, but i don't understand what you mean by gap. did the binding not fit. was it too short or too long for the quilt. if too short then should add some to it, it too long the cut some off. i'm real hazy about what you are describing.
I use double fold for all of my binding, and I only cut the fabric 2.25, I am not sure why you would need a piece 4" wide. This is going to need a picture to see the problem.

Others are asking about borders... I'm wondering if the 4" was referring to the hanging sleeve?

Thanks for asking this. I never thought of that.

When I watched the quilt judging at the fair last year the judge said that it was important to have the binding right up to the batting because it will wear better. (If that's any help)

I think I would have to see a picture of what you are trying to tell us. Your discription is a little confusing to me. I'd be glad to try to help if I could figure out just what you mean.
