I agree with Michael. It doesn't get much easier than the rail fence. It's a fun quilt to make.
Since you are familiar with the 9-patch you can add an alternating snowball block OR use a feature print as an alternating block.

I love the books Quilts for Baby Easy as ABC by Ursula Reikes. It has basic,easy, classic patterns and the instructions are easy to follow. Her basic quilting instructions in the front part of the book are great for beginners as well.
