Some do, some don't. I do and I don't charge a set-up or minimum, just my normal per sq. in. charge so you just need to shop around. And I agree the quilting on the pic is totally awesome. The other nice thing about doing these little guys is that you can get custom work on something gorgeous like this without spending your entire life savings.
