The ruler is called Double Diamonds. I bought one at a LQS.

The technique was you fused 2 fabrics together right sides facing out then foled it length wise and placed the ruler on the fold and cut slits which when opened created diamond shape cuts that you folded up , it looked like cutouts.
I have this Double Diamond Ruler, bought it at LQS and they are really nice when using faux suede or placing two pieces of fabric together with Steam A Seam. They make the greatest inserts in purses or shirts. They have a bookmark pattern on their website you can try for free.

I have the set...called "double D diamond " by bright notions.
I have made book marks to learn and did a couple sweat shirt's to jazz them up. turned out nice, they come in a 3.5 and 1.5 in the set and have good instructions in the package and also on line.

I think you may be talking about the DOuble Diamond Ruler. Here's a link to a veggie table runner made using the ruler.
