I use the multi tiered skirt hangers. I got mine at Meijer or Walmart. I have small walk in closet in my sewing room and I just hang the hangers on the rod right by the door. I 'm able to see all my rulers at a glance and it is so easy to just unclip it from hanger!

Iwent to Home Depot and got a piece of oak shelfing, then gave my hubby one of my rulers and had him cut grooves in the shelf (as many as would fit about 1/4" apart). The piece of oak was about 24" long by 8" wide you can get what ever size you want. this one fits on my window sil and holds all my rulers. It is the just like the ones shown at etsy but lots cheaper.

I had my local Adult Center (Senior) wood shop make me some of those holders. I took one of my small rullers over and told them how big I wanted it. They were able to use scrao wood and they charged me $6.00

I have mine hanging on the wall, on L hooks. Had to drill a hole into my older O'lipfa . . . after staring at it, in disbelief!

I use a letter divider from the office supply. It sits right on the desk with my flexible cutting boards - that I cut up to make templates with.

A letter holder works well for holding your rulers.

I found a RubberMaid drawer organizer for knives to hold all my rulers. the slots are tight and holdes my rulers upright and I can find the one I want with out having to flip through the stack. it measured about 16 7/8 inches long, so it is plenty long enough for all but my very longest rulers.
