Wool roving works for the stuffing, but not very affordable and the colores aquarium gravel for weight. I used to make them with my hair when I got a hair cut -- we did not weight them down.

Bird Sand I find is the best, you know the fine one for indoor caged birds.

Good use for beanie babies anyway. I like the idea (once I got past the image my brain supplied of the poor little things shot full of BBs!)

I just made one the other day and used a small rock which I wrapped in a piece of batting just so the pins wouldn't actually hit the rock. Then I stuffed it with small scraps of batting which I collect in case I need to stuff something. It worked out just fine and the pincushion has some weight to it.

Pennies also work as a base weight.

I've used steel wool soap pads for pin cushions. It keeps the needles and pins sharp and clean.
