Almost all of the online, machine embroidery vendors offer free designs on a weekly or monthly basis. I subscribe to email notices from Embroidery Library, Oregon Patch Works, SWAK Embroidery, Apex Embroidery and many others and have gotten lots of free designs. Not sure right off the top of my head if any of them were snowmen, but I'm sure throughout the year you would get at least a few, and would also have access to very reasonably priced designs as well.

for hand designs bing or google kindergarten snowmen color pages. print it out and trace them. I use these for my appliqued quilts.

Try CharmingStation. They have redwork snowmen. They have 1 free a week. You can purchase the ones from years past.

Just google free embroidery designs and there are a lot of sights. www.embroiderthis.com is one.
