Fat quarters are generally around $3 to 3.50 per. $8 to $10 sounds more like tho whole yard. If that's their prices they are waaaaaay over priced.

Nancy's Notions from Wisconsin has a lot of sales on fat quarters and they just had one selling them for $1.19 each and I bought a Unique Batik batch for slightly more. They are quite good quality and I buy from there often. Maybe you should give it a look! Get the newsletters & you'll know when the next sale is.
