You did a wonderful job! I do not think it's too plain or too busy. I really like the idea of a thin border of the star fabric and a dark blue outer border. I think there's enough dark in the quilt that a dark blue border will look good. I don't think you need to change anything. What are the Vegas blocks?

Your quilt looks awesome and the Mom will love it. Your plan for the borders and the binding sounds great.
