    A toddler bed uses the mattress from the infant crib.

    Every "toddler" bed I have seen uses the crib mattress, so allow a little drop and you should be fine.

    IMHO 27" is not wide enough for a child to cover up and turn over. The quilt would not cover the child.

    Children grow out of them so quickly...you may want to consider a twin size quilt, Which is also perfect to bring to the couch while watching TV, just incase they have a themed room as they grow older.
