Default Using Vinyl or Mod Podge Question

My wish is to make a tote bag using a finished cross stitch project. I made a test bag using Heat and Bond vinyl on the CS project, but I did not appreciate the shine it produced. Awaiting the spray-on Mod Podge delivery, but not sure if it will work better. I also looked at Scotch Guard spray. I just want to provide protection for the CS. Any advice will be appreciated. What would you do?

There's a Heat and Bond matt finish you could try.

I use Scotchguard on all my finished bags to help keep them clean. I'm not sure how it would work on cross stitch. You'd probably have to try a sample.
