I have a few. Bought one and one was in a $1. box with a few other neat stuff. I keep one in my sewing case, one in my sewing machine drawer (401) and another is a spare and lays in my magnetic tray.

The hole is for setting your presser foot height. You're supposed to put the hole over the needle plate hole, put the presser foot down on top of it, then turn the handwheel of the sewing machine so the needle is in its lowest position. Then tighten the screw to set the height.
However, I've found that I'll loosen the screw and lower the foot about another 1/8" so it doesn't hop onto the template.

Comes for free with purchase of the Westalee Design Ruler Foot.This is a handy little tool to help measure 1/8”, 1/4”, 1/2” and 1” spaces when using rulers and templates.
