I second using very light background in beige/tan with small white dots I think it will showcase the panel whilst toning it down.

I think it would be perfect for a little girl, I would use a shade of light pink and light green from the fairies, I think it would be so sweet

How about fussy cutting the fairies out and placing in staggered places with pale reds and greens surrounding. Either in stripes ie sashing or different coloured squares in all pastels.

You may hate this, but... have you thought of tea dyeing (which is staining, really) over it? If it is only the colors you want toned down that would dull the brightness. I once had a waaaaay bright tablecloth in similar colors actually, which I soaked in a pot of hot, strong tea. It was gorgeous once the colors were not so wildly vivid. I gave it to my daughter who adored it in its new form and who loved using it. However, this just screams little girl, so you could probably use it just about any way you want and have a child to love it whether you do or not.

Children love bright colors ! At the bottom of the panel are all the colors that go with the panel. Take your favorite colors and make some twisters or 9 patches. I personally love very bright colors, quiet colors, any color at all....

I think I would cut it up and make it into a 'window' panel

I was thinking the same way. 9 patch pizzazz. Its the poinsettias that are making it so loud. Cut those apart and 9 patch those with softer colors. Love to see a photo when you are finished.
