    I think coping is the "right" answer, as evidenced by quiltsfor's link. But my term for them is spacers.

    Maybe we should forget about the correct terminology and just call them (and every other fudge factor) a design decision.

    Ok, here's another wrinkle--If I need to add strips to a block, I say that it has been 'fleshed out', in that it has been made larger. But I would never say they were 'fleshing out strips'. Yup 'design decision' or 'enhancing the block' have my vote.

    My grandmother who was a quilter called them block extender strips and used them quite offten when she didn't have enough of the fabric to make the block bigger for adding a quarter inch seam.
