What is a "float"when cutting 1/2 blocks?

Oh yeah, there are several in the sweet town of Bedford, home of the D-Day Memorial. Some are restored Victorians on streets with other beautiful homes; some are "in the country" on the Virginia Scenic Byway going toward the Peaks of Otter.
