When you sew the eight fabric strips together, the resulting strip set is 18.5" wide. A ruler that is only 10" long wouldn't reach the whole width of the set. I used a nine degree, 24" wedge ruler. The trickiest part for me was lining up the 12" mark on the wedge ruler with the middle seam of the strip set every time. I found it easy to misalign the ruler. The 12" line on my wedge ruler is actually 9-3/8" from the top of the ruler. I suppose the 12" mark is the radius of the circle that the wedges make when sewn together.

very pretty! I have tree skirts on my to do list I have even bought the fabric. I love ruffle that is a great idea thanks for sharing

Beautiful! I saw something similar on pinterest but it didn't have the ruffle. I will have to try your trick for making the ruffle using the crochet yarn. Sounds like it's easier to gather and will probably be easier on my hands.
