That is a really old base at the very least. It looks like it might be a Bradbury base with a Singer 29 on top.

I am. The first decision, can it be "stock" or should I make a drive wheel that is the same size and fit but made like a bike gear. (for use as a chain drive, because I am afraid that leather belt slippage on the road would not be good)
