Getting pictures to attach can be a journey in itself. This board changed formats in January and many people have had problems navigating the new set-up.
We have some really good help over here:

I'm not help at all with smart phones or wifi tablets and things like that. In my case, the pictures I take with my old school digital camera are too big and so I have to reduce the file size, I do that here: (no connection, they are simple and easy to use and don't set off my virus scanners)

I use their defaults and download the file from there. It's just 2-3 clicks.
And then, once you have your files attached, you have to stretch out that window to the far right to find the upload button. First off, it took me a rather embarrassingly long time to figure out what the issue was, and then I can't tell you how many times I forget to do the upload button...
