I've always thought this meant: Take care of a problem when it is small or it'll take more work later.

My fav is to hear a someone say to a child "do you want a spanking'? Now I want to ask if you ever heard a child jump up and down saying "oh yes yes please I want a spanking" LOL
A very wise man once told me to never say or threaten anything to child that you did not indend to do because if you then do not carry through the child wins the round.
Boy oh Boy I quit asking THAT question.

My husband used to tell the kids, "If you don't put the tools back I will break your arm" I always told him "don't make a threat you are not going to do."
