So funny! I just designed one exactly like this yesterday from a pattern using dowels that my aunt has sold at craft fairs for years!
Only difference is the dimensions and materials used (mine doesn't use Insul Brite, but I can see that Insul Brite would be a better choice. Hers also has some extras mine does not.

Extra note: One of my groups had been talking about making some of these carriers without dowels for sale to raise money for our group. Since my aunt's pattern wasn't copyrighted (to my knowledge), I was modifying it to show the group how it could be done and how much it would cost to make. I figured 4 yards and 2 yards of batting would make 3 carriers (without the attachments). Given the cost of material, it is not cost effective at this time to make it. Still, I know I needed some carriers, and I had scraps, so nothing lost!
