When you place you first [light] strip along the edge of the triangle, do you then sew 1/4" from the two met edges? I'm thinking the answer is 'yes', but I just wanted to confirm. TIA

Yes--1/4". String blocks are really forgiving, though, if it is a little bit more or less. :) You do want that first seam as consistent as you can get it, so your triangles will match up to make diamonds when you put the blocks together.
