The small business Association may help you with business plans and how to apply for loans and grants (not in all caps!). I'm not sure what Texas has available online, but in FL, the Dept. of Corporations has all the licensing requirements for various businesses, and where to obtain local permits.

There's going to be a lot of paperwork to apply for an employer ID number and getting set up to collect and pay sales tax, too.

Quilt shops would need a whooooooooole lot of upfront money for fabric, and new designs whenever collections come out. Return business depends on having a well-stocked shop. Have you explored your wholesale buying options yet? Would you want to allow your customers to buy online, too? That's another set of circumstances.

Depending on your sales experience/fabric knowledge/busuness acumen, youo may want to price out consultants, like CPAs or an HR sevice to handle payroll and the taxes associated with that.

Lots to think about... the fabric part is just one part of it.
