Love this youtube video. Interesting technique. The tool she is using is RAZOR sharp. I have one and you do need to be careful.
If you watch it, pay attention to the last 5 seconds of it. We know this quilter is a human.

I have the stainless steel Havel and love it. I usually use it to "skim" when I've made a mistake paper piecing something because the stitches are small and take too long to remove any other way.

I did try it on a quilt once... and cut through the quilt.

Where do you buy a Havel?

I did the same thing, but I cut through the backing rather than the quilt. In my case that was fine because the backing had been ruined by a burr on the needle and that was the reason I was skinning it. It's a great tool, but you have to be really careful!

They're available at a lot of sewing/quilt shops. Do a Google search for "havel surgical steel seam ripper" and you'll find them.
