I am starting a charm quilt with 5 1/2 inch squares regular and rail fence which do you think would look better doing each row of the quilt with every other one rail fence putting them horzontal and vertical to each other or keep each room with the rail fences every together horzontal vertical through out the quilt? any other suggestions? thank you

if you want the traditional rail fence pattern to show up, you have to put all of the striped blocks together. the layout that you have started will not show a rail fence pattern. it will look more like warm wishes. HTH

If she does the next row with the rail fence blocks under the squares (staggered), wouldn't she have a rail fence look? She would have to make sure that a vertical rail fence corners with the horizontal rail fence. I'm not an experienced quilter, so I don't know if that would even work. If she doesn't want a rail fence look, then I agree with bluteddi.
